CBSE schools in a quandary over who will prepare question paper for SA II exam

The Central Board of Secondary Education (CBSE) recently made three changes to the final exams (summative assessments – II) under the Continuous and Comprehensive Evaluation (CCE) system for class IX and X. The CBSE introduced the SA-II in the academic year 2010-11 to ease the pressure on students, giving them an option to appear in the school-based or board-based exam. However, recent circulars dated June 27, August 11 and August 13, 2012 which were sent to the affiliated schools have created confusion on who will set the question papers – the CBSE or the schools?

In a letter dated June 27, 2012 the Board announced that they have decided to discontinue publication of blue prints, marking schemes and sample question papers for SA-II from the present academic year. In a follow up circular dated August 11, 2012 the Board once again notified about their decision to discontinue publication of the three inputs of SA-II. The circular added that the syllabus for class X and XII has been modified but there was no mention of the CD in which the Board sends the question papers for the schools to choose from.

In another letter dated August 13, 2012 CBSE mentioned about sending a CD for SA-I which is scheduled in September. Many school principals expressed that since the Board has not mentioned anything about the CD for SA-II the schools now have the responsibility to set the question papers along with evaluating them.

Some principals have another take on CBSE’s silence, they informed that the CD was sent along with the other components of SA-II but since they have discontinued the publication of those they assume the Board will send the question papers now.

Schools are hoping to receive another circular soon which will put an end to this confusion.
