U.P Technical University's State Entrance Exam 2009 Counselling Procedure

The counselling procedure is divided in two phases:

Phase-I : Off-Campus On-Line Counselling ( 05th July, 2009  TO  08th July, 2009)

Phase-II: On-Campus On-line Counselling ( 10th July, 2009 TO  17th July, 2009)
                                                                           
The candidates will have access through computer screen, to category-wise information relating to
(a) Number of candidates with higher merit who would have already exercised their choices.
(b) Number of higher merit holders yet to exercise their choices.
(c) Current status of branch-wise and institution-wise available seats. The detailed procedure is described below.
 
Phase-I : Off-Campus On-Line Counselling 

1. Soon after declaration of SEE-UPTU-2009 results, candidates found eligible for counselling are required to exercise their initial choices of branches and institutions through the Official UPTU website. The candidates may contact the nearby Counselling Centres (CC) for availing the Internet facility free of charge.    
2. A candidate has to log on to the website http://www.seeuptu.nic.in and click Off-campus counselling button on the home page.
3. Login and password prompts will appear on the computer screen. Using the instructions given on the screen, candidates are to enter the login ID and password for which admit card would be required.
4. The procedure for exercising choices or seeking other information is menu driven. It guides the candidates through appropriate messages on the computer screen.      
5. Information relating to institutions, disciplines (Engineering/Technology, Pharmacy, Architecture, Hotel Management,Fashion and Apparel Design, MBA and MCA), branches (e.g. Electronics Engineering or Computer Science or Mechanical Engg. etc.) and categories (UPGE or UPSC or UPBC etc.)  will be available through each relevant drop-down menu for the purpose of exercising choices as well as for a feel of their competitive standing for their preferred choices among the logged-in candidates.
6. The name of counselling centre will be displayed on computer screen during Phase-I. 7. The candidates are permitted, if they so desire, to change their choices, delete earlier choices and add new choices any number of times, based on the information which will appear on the computer screen. The candidates are free to consult their parents, teachers, friends and others for advice during Phase-I.  The off-campus counselling will facilitate the selection of the most appropriate discipline, institution and branches/programme at candidates' rank and in their categories for submitting their final choices during on-campus counselling.
8.Choices will be processed and indicative seat allocation will be put on the web at frequent intervals. The dates of next update of indicative seat allocation will be specified on the website.

Phase-II : On-Campus On-Line Counselling

Eligible candidates will be required to report according to their Combined General Rank at only one counselling centre, which will be displayed on computer screen during Phase-I. They will have to stay there for two days. A list of counselling centres is also given in this leaflet, and is also available on the website.

DAY ONE -The Counselling Day

1. On the first day of reporting (day one) as per schedule, the candidates will proceed to the document verification counters for verification of their certificates and admit card. Candidates are required to bring all certificates in original along with one photocopy of each.    
2. Thereafter the candidates will proceed to the fee collection counters. Initial deposit of Rs. 5000/- will be collected at the computerized fee counters. The deposit is to be made through a crossed demand draft in favour of Finance Officer, U. P.Technical University A/C SEE UPTU: 2009 payable at city branch of applicant's counselling centre. This amount will be transferred to the allotted institution and adjusted in the fee to be deposited there. Here it is to be noted that initial deposit will be through Crossed Demand Draft and not Account Payee.
3. The initial deposit of fees Rs. 5000/- is transferable to institution concerned where the candidate is admitted. In case, the candidate does not take admission in the college concerned for any reasons, howsoever, this deposit will be forfitted. In some cases, the initial fee may be refunded as per condition laid down in clause 16.2 of SEE-2009 brochure.
4. A Counselling fees Rs. 500/- is to be paid in shape of an ACCOUNT PAYEE demand draft in favour of Finance Officer, U. P.Technical University A/C SEE-UPTU: 2009  payable at city branch of applicant's counselling centre. Please note that this amount is non-refundable and no any part of it will be refundable at any stage after the candidate has reported for on-campus on-line counselling at the counselling centre.
5. Any discrepancies related to date of birth, category, sub-category, sex and state of eligibility in the computer record generated on the basis of application form submitted earlier to SEE-UPTU-2009 by the candidate and in the original certificates will be rectified by the competent authorities at the counselling centre and their decision will be final in this regard. A printout of the modified record will be given to the candidate.
6. Any change in the candidate's name, father's name and the status of general category shall not be permitted under any circumstances.
7. Candidates must ensure in their own interest, that their state of eligibility, categories, sub-categories, if any, are mentioned correctly on the printout given to them.
8. After verification, the candidates will be required to exercise their final choices of seats on-line by using choice to indicate the choice of institution with Branch in order of their preference.
9. The current status of the available seats, will be continuously displayed for the guidance of candidates.
10. The candidates will get a printout for each of the choice forms submitted by them. A copy of each of these is to be signed by the candidate and returned after verification.
11. Candidates are advised to choose the college / branches taking into consideration that his choice on DAY-ONE and the subsequent allotment on DAY-TWO is once and final.

DAY TWO-The Allotment Day

1. The choices submitted through choice form on day one will be processed centrally on the following day (day two) and the list of candidates who are allotted an institution along with a branch for admission will be displayed on the website. These candidates will be called in order of Rank  for the issue of seat allotment letter. The candidates must bring their copy of choice form along with fee receipt to get the allotment letter. 
2. After allotment of seat the candidates are required to deposite a account payee Bank draft as part of college / institute fee Rs. 10,000/- for general & OBC category candidates and Rs. 4000/- for SC & ST category candidates at respective counselling centre within three days of issue of allotment letter, failing which the seat alloted will be cancelled. Candidate may submit the draft on the day of allotment of letter also as per his/her convenience. Draft should be drawn in favour of "Finance Officer, Uttar Pradesh Technical University, Lucknow payable at city branch of applicant's counselling centre. Fee deposit at counselling centre will be adjusted towards the fee to be deposited at institute/college of admission.
3. For admission in the institute, the candidates are to report to the alloted institution before the last date along with allotment letter, photocopy  of all demand drafts submitted at counselling centre and all fee receipts issued from counselling centre.



Where are the application forms to be sent?

The duly filled in application forms are to be sent to Registrar (UPSEE-2012), Mahamaya Technical University, C-22, Sector-62, Noida-201301, G.B. Nagar (U.P.)

Where are the application brochures available?

The Information bulletin containing OMR application form can be obtained from all Head Post Offices and Mukhya Dak Ghars (MDGs) of U.P., Delhi and Dehradun. Candidates can also submit ON-LINE Application form by logging on to website www.mtu.ac.in and www.uptu.ac.in and complete the admission form as directed there in.

What is the cost of application brochure?

The application fee is Rs.1000.00 for General/OBC candidates and Rs. 500.00 for SC/ST and female candidates of all categories.

What are the venues of the exam?

The test centers for UPSEE 2012 exam are at major cities of U.P., Delhi and Roorkee

Is it a state level test or an All-India level test?

Yes,

UPSEE is a state level entrance exam.

What is the last date for receipt of application forms?

The last date for submission of duly filled in application forms is 4th of March.

Till what date are the application forms available?

The application forms for UPSEE 2012 can be availed till April 28 2012.

What is the date of test?

Date of UPSEE 2012 Examination is April 17, 2012

What are the criteria for reservation of seats?

The criteria for reservation of seats are as given below:

  • For Uttar Pradesh students: -80% seats filled on the  basis of UPTU SEE 2012 / UPSEE 2012 score
  • For Uttar Pradesh students: -10% seats filled on the basis of AIEEE 2012 score
  • For other states students: -10% seats filled on the basis of AIEEE 2012 score

Other states students are not permitted to appear for UPTU SEE 2012 / UPSEE 2012

What is the eligibility criteria?

  • candidate must have passed intermediate examination of U.P. Board or 10+2 level examination or its equivalent from any recognized Board/University as given in Information Brochure of UPSEE - 2012.
  • The candidate must have clearly passed with 40% marks for General & OBC and 35% for SC/ST candidates in aggregate.
  • The candidate must have to pass in each subject of the subject groups mentioned in the information brochure UPSEE-2012 without grace marks.

How to obtain the Brochure and Application form of UPSEE 2010?

The information Brochure containing OMR Application form will be available for sale in cash from 20-02-2010 to 12.03.2010 (both days inclusive) from all the head post offices and Mukhya Dak Ghars (MDGs) of U.P., Delhi, Nainital, Dehradun, Chandigarh, Jaipur and Bhopal. The Information Brochure and OMR application form can also be obtained by post from Registrar, U.P. Technical University , I.E.T. Campus, Sitapur Road, Luchnow 226021 by sending a MICR bank draft of Rs. 1050.00 for General/OBC and Rs 550.00 for SC/St and female candidates of a categories in favour of Finance Officer, U.P Technical University, lucknow along with two self addressed stickers. The request for supply of application form by post will not be entertained after 05.03.2010. The last date of receipt of duly filled OMR Application form in the office of Registrar(see), U.P. Technical University, IET Campus Sitapur Road, Lucknow - 226021 will be 15.03.2010. The applications will be received in the University office by registered/ Speed post only.

If a candidate is unable to produce original certificate, will he/she will be permitted to appear in counselling?

No, Such candidates will not be considered for admission. Candidates MUST bring along all necessary documents on the days of their UPSEE 2009 counselling.

I do not know where to report for on-campus Counselling. Please help. If a candidate is unable to report at counseling centre, whether he/she can authorize some one to take admission for him/her?

Category and reservation related rules

I have been assigned wrong code for category ? What should I do?
Category can not change. However if you fail to submit category certificate, your candidature will be transferred  to general category as on date.

The Reservation of seats is as follows:                         
1. Vertical Reservation (Category)   
    Category:                                 Percentage of Reservation
(a)Scheduled Caste of U.P.            21% of the total seats.
(b)Scheduled Tribe of U.P.            2% of the total seats.
(c)Other Backward Classes of U.P. 27% of the total seats.
           
2. Horizontal Reservation (Subcategory available in each category)

3. The candidates can be given only one type of horizontal reservation.
4. Subsequent request for the change of category / sub-category filled in OMR application form shall not be entertained under any circumstances.
5. Categories/subcategories must be supported by the relevant certificates as per proforma given in the Appendix-C (of SEE-UPTU-2009 Brochure) to be produced at the time of counselling, failing which the candidates shall be treated in General Category.
6. The advantage of horizontal reservation in Armed force sub-category is available to sons/daughters of defence personnel of U.P. either retired (Superannuated) or killed / disabled in action and the dependents settled in U.P. or the defence personnel posted in U. P. on the date of Entrance Examination.
7. Certificate no. 4,5 and 6 are required at the time of counselling for reservations in subcategories mentioned at clause 9.2 (a),(b) and (c) respectively.
8. The seats available under Fee Waiver scheme will be notified in respective category at the time of counseling.
