Advanced assessment for IITs and IIMs
On one side, the National Assessment and Accreditation Council (NAAC) and the National Board of Accreditation (NBA) will be expanded whereas the premier Indian Institutes of Technology (IITs) and to expedite the process, Indian Institutes of Management (IIMs) could also join hands and form an accreditation agency.
With official agencies such as NAAC and NBA, IITs and IIMs will be roped in for the speedy assessment and accreditation of higher educational institutes along Human Resource Development (HRD) Minister Prakash Javadekar said recently. Only 15 percent of the higher educational institutes in the country are accredited at present.
“To expedite the process of accreditation, we have asked IITs and IIMs to come together and create an agency,” the minister told reporters on the sidelines of the 4th World Summit of Accreditation here.
The quality of education should be the key parameter for determining the standard of an institute and accreditation from now onwards will be based on “learning outcome”.
In August clearing a proposal to allow more accreditation agencies to come into the sphere of accreditation to enhance the existing capacity, the minister’s comments were let out as opposed to the backdrop of the University Grants Commission (UGC).
While the physical verification of the campus and infrastructure could be done through the use of satellites, 80 percent of the weight for accreditation will be given on learning outcome and peer reviews, the minister said.
“An institute which maintains quality will only survive and those who fail to do so will be out of business,” he said.
As a policy initiative from 2022-23 onwards in keeping with Prime Minister Narendra Modi’s vision of a “New India”, Higher Education Secretary R Subramanyam suggested that “no accreditation, no admission” should be taken up.
Note on literacy
The government would be rolling out a scheme where school students can engage themselves in the literacy mission and provide education to people who are illiterates, speaking at a panel discussion on International Literacy Day, the minister said.
Illiteracy should be eliminated in four-five years. He ruled the fact that, the country is still talking about basic literacy even after 70 years of Independence.
NBA and NAAC
As an autonomous body with effect from 7th January 2010, NBA in its present form came into existence with the objective of Assurance of Quality and Relevance of Education, especially of the programs in professional and technical disciplines, i.e., Engineering and Technology, Management, Architecture, Pharmacy and Hospitality, through the mechanism of accreditation of programs offered by technical institutions.
The NAAC functions through its General Council (GC) and Executive Committee (EC) comprising educational administrators, policymakers and senior academicians from a cross-section of Indian higher education system.
